I'm wondering now then if you are setting the parameter in one of init.ora or spfile.ora, but starting the database using the other one?

What does:

        show parameter spfile

give you back? Mine says "?/dbs/spfile_at_.ora" meaning "${ORACLE_HOME}/dbs/spfile${ORACLESID}.ora" If you get a null back, you are running on an init.ora file and not on the spfile. Mind you, you've probably already run:

        show parameter compatible

To see what Oracle thinks it's running with.
