Difference between "_smu_debug_mode=1024" and "SMON event 10513"

Hi Experts,
For parameter _smu_debug_mode=1024 and SMON event 10513, I know that these
are used to disable
SMON tx recovery, but I am not able to find the difference between these two
things.
Can someone point out the difference between these two things which are solving the same purpose?
