No idea Scot. I just ran the same set of commands against one of my test databases and the TAF service stopped and removed cleanly.
Can you do a stop of each individual instances service ? Then do the remove ? Maybe for some reason its not recognizing both going down when you stop just the database versus the individual instances .

I'm trying to remove and re add the TAF service on my database names ICRONUS. Check this out:
$ srvctl status service -d ICRONUS -s ICRONUS_TAF
Service ICRONUS_TAF is not running.
$ srvctl remove service -d ICRONUS -s ICRONUS_TAF
ICRONUS_TAF PREF: ICRONUS1 ICRONUS2 AVAIL:
Remove service ICRONUS_TAF from the database ICRONUS? (y/[n]) y
PRKP-1024 : The service ICRONUS_TAF is still running.
$ srvctl stop service -d ICRONUS -s ICRONUS_TAF
PRKP-1063 : Service ICRONUS_TAF is already stopped.
$ srvctl remove service -d ICRONUS -s ICRONUS_TAF
ICRONUS_TAF PREF: ICRONUS1 ICRONUS2 AVAIL:
Remove service ICRONUS_TAF from the database ICRONUS? (y/[n]) y
PRKP-1024 : The service ICRONUS_TAF is still running.
$ srvctl status service -d ICRONUS -s ICRONUS_TAF
Service ICRONUS_TAF is not running.
