I'm not 11g certified yet and have never even heard of the _optimizer_stat_modify parameter, but I'm going to guess C because I read a note on MOS several months ago about how the algorithm for estimating stats was greatly improved in 11g to run faster and also gather more accurate stats. It's been a while since I read that or worked on any 11g databases though (all mine are still on 10g) so I'm probably not remembering it quite right.
