What I mean is to create a stored proc with the same arguments as dbms_mview.refresh but with a varchar2 not Boolean type for atomic_refresh. In this, call dbms_mview passing through the other arguments but with something like CASE to translate the string to a real Boolean. Call this stored proc from your job rather than dbms_mview.
