You mean the old java client that connected to the database? that's gone, it's been replaced by DB Control or Grid Control.

If you like to run something on your desktop, I suggest Spotlight on Oracle or Toad from quest (depending on what you need). If you want 24x7 monitoring, I recommend Grid Control.
