this is an interesting problem. Have you already checked on metalink? There's an interesting doc: Performance Degradation and JI Lock Contention Observed During Batch Load of Tables With On-Commit Materialized Views [ID 371869.1]

Could be interesting. Is your matview with refresh on commit? AFAIK enqueues operate on a FIFO basis
