You're not telling us what type of constraint(s) you are enabling.

Assuming, for instance, it's a foreign key: Oracle has to validate all current data in the two (parent and child) involved tables. Validating the current data, causes buffer gets.

Why it's causing that many, with that low number of rows, we need more info.

Exactly what type of constraint on what table are you enabling?
