I think the last official word on this is at http://www.oracle.com/technetwork/developer-tools/discoverer/overview/discoverer-sod-jan2009-132849.pdf. My reading of the doc is "No discoverer isn't going away - we have too many customers on it - but we will migrate it to FMW and there may or may not be different ways of licensing it in the future"
