Just to add to that

APEX can pretty much expose any of the underlying capabilities of the database (though some you'd need database development skills for), the limitations therefore are pretty much the limitations of the underlying feature. In the case of views of data over db links, especially ODBC , these tend to come down to performance. For non trivial stuff I therefore tend to prefer to keep a local, periodically updated, copy of the sql data in Oracle and join natively.
