Just adding to Mark, I wouldn't rely on the constraint name as your postgres eg seems to do. None of this deals with apps that 'enforce' relationships in the app.

You should take a look at DBA_CONSTRAINTS and DBA_CONS_COLUMNS.
Look for constraints with CONSTRAINT_TYPE='R'.
