crsd issues

Anyone has seen below error in crsd.log before? I get this error on a node in a 2 node cluster running 11gr2 (11.2.0.1). ASM is clustered on both nodes, standalone database in cold failover mode, OCR and Voting files stored in ASM and copy of OCR in FRA.
Wondering what Local and Master mean here? Is it OLR and OCR?
