Restarting dead background process QMNC ...

Gurus,
Can anyone please enlighten.. Restarting dead background process...has become pain, Shutdown or Startup database takes over 15 mintutes.

Oracle EBS 11.5.10.2/
Oracle DB 10.2.0.4 on Solaris 10
Starting Oracle instance or shutting down takes over 15 mts
Alert log file has the following repeated "Restarting dead background
process QMNC...."

Sat Oct 30 20:13:05 2010

Relevant Init.ora parameters set in the system are
