The -bugs_fixed flag is available on 10g, it just depends on your opatch version. Don't know in which version it became available.

I check on my 10.2.0.4 and that -bugs_fixed flag is not available.

 
I checked the docs and they have something so slightly modified for 10.2 might work
 
for 11.x
 
opatch lsinventory -bugs_fixed | grep 'DATABASE PSU' for 10.x maybe(?): opatch lsinventory | grep 'DATABASE PSU' My systems don't have that PSU on them so I can't check it directly but I think it could work.
