Yes, we just implemented a P750 and verified with Oracle Sales that we only had to license the CPU allocated to the LPARs running Oracle.

I'm not aware of any "hard partitioning" options for Oracle on Windows so I guess the only option there is to migrate from Windows to OEL and OracleVM.

By the way I think the sales guy was trying to fool my P770 customer because they were gonna hard partitioning the server in which case your statements apply, pay only for those CPU which will be used.

In Windows however I dont see any chance to hard partition the server
