A lister Murtaja Khokar responded by saying we can use OEM_ADVISOR role to allow users to run AWR reports by themselves.

I don’t know about privileges within grid control since I’ve never used it much, but just another option to consider – you could let them run the AWR report scripts in $ORACLE_HOME/rdbms/admin instead.
