Have you tried an EVENT 10132 trace ? My notes have this description : "Dump execution plan at hard parse (does not require level)" I can't remember where I got it from. (Tanel or Jonathan or ??)

The messages file says :
10132, 00000, "dump plan after compilation" // *Cause:
// *Action: set this event only under the supervision of Oracle
