During the last user group meeting in London a presenter stated that as well. Streams will remain in place, but in a frozen state. A bit like advanced replication which has been frozen yet available.

I see they have a certification for STREAMS in 11g. doesn't seems to be something that is going to be desupported. Oracle Database 11g: Implement Streams Release 2
