I agree with Madhu, retention is not a guarantee only a suggestion to oracle on how much to keep around. Use the undo retention guarantee temporarily to get your work done.

Try again with a guaranteed retention (alter tablespace <undo> retention guarantee). This can cause some side effects, so you should probably revert the changes after you are done. If you want to make this a permanent setting you should size the tablespace big enough , or you may run into "unable to extend segment" errors in the Undo tablespace.
