For Oracle 11g, they have an option called "Oracle RAC One Node" - but this sort of configuration option already existed in 10g.

What is a single-node RAC installation?  

I believe all Enterprise Edition gets you is the ability to use the Clusterware (Grid Infrastructure), not install the RAC option in the database.

All licensing questions usually favor Oracle.
