I just sent the message I got to the 'contact us' link at the top of the MOS page and selected the 'Report Issue with this site' option.

Patience is needed, but it appears to be working.

If your problem or complaint primarily with the interface, then you can try the same approach with Richard Miller through his blog at: http://blogs.oracle.com/supportportal/
