I think you may have your terms mixed up. Yes, you have to have the repository, but the repository is always in the controlfile, and may optionally be stored in a recovery catalog as well. You don't need the catalog in order to restore, you only need the repository, and the one in your controlfile should be sufficient unless you need to do a point-in-time restore to a backup that is no longer present in your controlfile.
