Normally it will look in the PATH if it cannot find it anywhere else

ie

Path=E:\OraIAS\jdk\jre\bin\classic;E:\OraIAS\jdk\jre\bin;E:\OraIAS\bin;E:\OraIAS \jlib;E:\OraPortal\bin;E:\OraPortal\jlib;D:\oracle\product\10.2.0\db_1\bin;C:\WI NDOWS\system32;C:\WINDOWS;C:\WINDOWS\System32\Wbem;C:\Program

In your case

D:\oracle\product\10.2.0\db_1\bin

The actual TNS_NAMES file location is most likely buried in the registry under the key for above or as a key under SQLPLus Wind-blows is smart enough to look for the file it wants in the registry

cheers
