I'm confused. Didn't they tell us the workaround was to disable the bug fix?  

This issue matches bug 7448348. Its base bug is bug 7439957 which is fixed in 11.2.
A workaround is to disable fix for bug 7211965. _fix_control='7211965:off'  

Oracle's update to SR we opened for MV latch. Development rejected the backporting and asked us to apply patch 7211965

The development rejected the backport of bug.7439957 because it may cause regression.
Please apply the patch 7211965 which includes the fix for this issue.
