What you suggest is good. However, I would say that backup and recovery should be (probably) the most important skills area for any DBA. Might I suggest your junior DBA goes away and researches hot & cold backups with and without RMAN, making point in time recoveries, restoring tablespaces or data files only, getting a control file back from RMAN, cloning databases to a different server and to the same server (be careful!).

Get him/her to document what they are doing at all times for future reference. Talk about problems that they may encounter, how to work around/fix etc.

Basically, they need to know, as a DBA, exactly how important a backup is, that it is taken correctly and is usable, but even more importantly, that a recovery is possible and how to perform one given a backup in any format.

Set up a small Linux desktop, or similar, and put a database or two on it. If you have a couple of desktops spare, then the exercise of restoring or cloning a database across different servers can be practised as well.
