I've also seen something similar (gaps after FSFO), also on 10.2.0.3 (IBM Linux On Power). Recreating the controlfile helped; and there is a patch for fixing "several dataguard related problems" on 10.2.0.3.
We had to request a specific merge patch for our platform anyway (and it solved our issue), so my notes do not contain the oiginal id, but I think it was Bug 6081547 10.2.0.3 Data Guard Physical Recommended Patch Bundle #1
