Having garbage data is no solution to flawed design? Having to worry about code quality is no excuse to have garbage data? Punch him in the face, revoke his create privileges and tyrannically remove the not null from FK columns ;-)
Ask for evidence (an oracle white paper, a book by a known author) of this claim.
