OEL public-yum can't install i386 packages for x86_64 & oracle-validated

Trying to install Oracle 11gR2 RAC on OEL 5.4, both are x86_64. I initially used the oracle-validated package from the OEL public yum repository to install what I thought would be all I need (at least, that's my understanding of the purpose of the oracle-validated meta-package). However, the grid installer said I needed i386 packages for libaio-devel, unixODBC and unixODBC-devel. Trying to install these via yum as well, I get the errors at the end of this message.

I'm able to wget the files using the same URLs and install them via rpm command, and the grid installer is satisfied.

So my questions are two:

Why couldn't yum just fetch & install these files?
Why wouldn't oracle-validated for x86_64 install these files when I was initially setting up the OS?
