Did you compare a disk utilization between backup and restore process ? Is it using all possible throughput during restore ? You can compare a restore process with backup copy operation between servers (this depend on network throughput too) but all of these activities can give you a answer if
slow saving is only during database restore - if yes you have problem with Oracle, if no - check a OS first - maybe some of disks in your storage has physical problems.
