I just reviewed your initial post and I see from that it looks like you were already aware of what I stated below, so moving on - are you saying that it's coming up with different cardinality estimates for the exact same predicate, or just different estimates based on what literal value you plug in for prty_id=x?

I pieced it together with a combination of stats from your 10053 and 10046 traces - so looks like ("LETTER_BIN"."PRTY_ID"=102985) is the part where it's estimating incorrectly - might want to focus on your distribution and histogram for that column.
