How do you know which version it's actually using for optimization? If it shows 9.2.0 in the outline, then there's a good chance that's what it's using for the query. Just because it shows that it's still set to 11.1.0.7 at the session level doesn't necessarily mean that's what it is using since you've overridden the session setting at the query level. Maybe a 10053 trace would shed more light on it, and maybe if you test it with a query that you know to use a different plan in 9i than 11g (perhaps due to a new feature or known change to the CBO), then that could confirm it.
