calling pl/sql BLOCK from .NET

All,  

I know its not a .NET list but have a question and need your input/suggestion/hint on the issue that i have. I need to call a pl/sql block from .NET application. The reason for pl/sql block is because i want to write some dbms_outputs and spool it to a file. As for as my knowledge concern there is no way that i can use any of these "set","spool" variable commands using execute immediate or anything so it has to be like a pl/sql block.  

Have its own limitations (in the requirements) using utl_file so that option is kinda blocked...  

Any hints are appreciated.
