The short answer is yes.

Our entire IT organization has to account for the time they work on each application or project. It is a tool our management can use to show ROI and help justify staffing in these times of lean budgets.

We also do weekly status reports, and have both team and personal goals each quarter that can be measured.

It takes some time away from the DBA tasks that need to be performed, but in the long run it's well worth the effort.
