Oracle Mapviewer is pretty easy to use.

For a Primer see:

http://www.oracle.com/technology/products/mapviewer/pdf/mapviewer_primer_090305.pdf

The general info is here:
http://www.oracle.com/technology/products/mapviewer/index.html

Mapbuilder is not really for rendering maps, it is just for building themes, and pre-defined map names with various layers included for rendering via Mapviewer.

Mapviewer is like your own google maps with your own data.
