Where do i start for troubleshooting this issue

Hi
I have a database where a JDBC app using connection pool makes a connection.Currently there are 30 sessions inside the database and most fo them being inactive.
The max sessions parameter is defined as 50.
When i do a tnsping to the service name in a shell script the listener responds in like 3500 secs ocassionally.
Where do i start troubleshooting this issue ?
