This is a long shot but have you checked Metalink Note 430200.1?  

Strange behavior, for sure.

        Ping works. No, it hasn't worked before. In fact, I just manually configured the DC -          

	emca -repos create  
	emca -config dbcontrol dmca -config dbcontrol db
