Niall, are you asking if I'm sure that the parameter has been deprecated? It says so quite clearly in the doc you pasted:

Note:
The STANDBY_ARCHIVE_DEST parameter is deprecated. It is retained for backward compatibility only.

Otherwise I'm not sure what you are asking.
