About LATCH.session allocation

Hi All,
Can you please make me understand below things.

1. What is *LATCH*.*session allocation. We are seeing this in one of our RAC environment for Jobs*
   *2. What is v$latch.level. What is this used for.*
   *3. Not regarding latch but how to get data block type list. I know julian
   had mention on his site but how do we get this from database.
