I suspect the archiver is hung, or the recovery file is full.

Don’t rule out a bug, I forget the bug number but it’s in 9i where a select on a table while it’s truncating causes the whole system to hang. I ran into this bug and it showed the same symptoms you describe though it’s on hp-ux. It did show up as a ora- in the alert log and did dump a trace file which you don’t seem to have.
