According to
http://en.wikipedia.org/wiki/Physical_Address_Extension AMD or not, PAE should still work. When you say it doesn't work, did you check oracle.exe's max virtual memory with perfmon -> Virtual Bytes?

Whether you need imagecfg to mark the executable header is documented in Note:46001.1. For Oracle8i, you may need to do it.
