Oracle configuration pack - Compare configurations

I am looking at the Oracle configuration pack to compare databases (hopefully init.ora parameters and users) but I am stumped right at the beginning. We have 136 databases registered within our Grid Control and yet when I list configurations in GC (Deployment | Compare Configurations) only 118 databases are shown and 3 out of the 4 that I am interested in are not available. There does not seem to be any correlation between the databases that are missing and most of them are available and reporting OK within Grid.

We have not consciously done anything to the databases that are in the configuration list to explain why others are missing.

Has anybody got any ideas that can help out please

2 final points - yes we are licensed for these packs and yes I have Googled, however keyword combination searches of "grid, configuration, compare" do not seem to be very effective
