LOB Inserts are Slowing Down

Hi all, looking into a situation where LOB inserts are slowing down and enq tx row lock contention is up to 40% of ET. This is what we have verified so far

1- no changes in execution count.
2- no changes in xplans.
3- up to date cbo stats.
4- no ddl changes as far as object defs.

- no new indexes created on affected tables. 5- chicken <-> egg dilemma. Inserts are slowing down due to row locks or row locks showing up due to inserts slowing down.
