You have to set it in sqlnet.ora as you commented all entries in that file meaning it was set to NONE by default.

yes, need set SQLNET.AUTHENTICATION_SERVICES = (NTS)

all method works fine.

either sqlplus sys as sysdba or sqlplus "/ as sysdba" works fine.
