I think this is how oracle tracks who uses what and if it is paid for. For example, awr and all associated packs are installed by default, but does not mean you can use it unless you pay.

Not to hijack the thread, but the intent was to tell that sometimes an option/feature is missing in v-option can show as used in above view and therefore, installed.

How would you not install for example the database diag pack? It is installed and operational by default on all versions of the db, even those you can't run it on.
