It's packaged as Oracle Programmer and includes Pro*C, Pro*Fortran and PRO*Cobol. Can't find it of Oracle's home site either, but they still include it on the disks.

I've been looking around the Oracle site trying to find it without much luck so far. I believe they have have it packaged in some kind of development product termed 'Precompilers'.
