how do we make sure archive log is applied on the standby before deleting in primary?

AFAIK that is done automatically (at least in 10.2.0.3). If one tries to delete with rman an archivelog which is not copied to standby it fails with
RMAN-08137: WARNING: archive log not deleted as it is still needed
