APEX SLOW

Apex 3
Oracle 11g
REDHAT ENTERPRISE LINUX 32Gig memory 4 cpu

Anyone got any ideas Why is our Apex Application so slow switching between pages ?

Spotlight shows no problems
Top shows cpu at %10
ASH Report DOES mention a few CPU Waits over half an hour.
