I can't answer for Vishal, but here is my perspective. I have found significant differences between R1 and R2. Enough that the migration is treated like a full fledged version upgrade and the associated testing, bugs, code changes, etc. I am all for R1 in development so that the developers can start looking at some of the new features. But I don't think R1 should go into production...when you will have another full upgrade (and subsequent problems) in a short time.
