able to connect from server as sys user but not able to query from v$lock, in v$session there are active sessions..

How are you connecting as sys? From the server? Is the listener running? What happens with tnsping from another box. Need to try some basic (non-OEM) troubleshooting and maybe give some more info about the version, operating system, what you've tried, etc.

in oem it is showing metric collection error. in alert logs there are no errors. dumps or core have no been generated at other dump destinations.
other sys none of the user is getting connected
what could be the issue...this is critical production system
