probleming dropping a tablespace

windows server 2003

I was creating a tablespace today and lost my VPN connection. I log back in. No tablespace, but the datafile is. I go to remove the datafile and it says that oracle is using it.
I checked the data dictionary before hand and the tablespace does not appear in dba_tablespaces.

if i shutdown oracle and simply delete the datafile at the OS, is this safe? Should I be able to restart oracle without a problem?
